DIBt: "Announcement of draft on requirements on buildings in terms of health protection" published

Dear ladies and gentlemen,
 
last week we informed you at this place about the latest DIBt (German Institute for Structural Engineering) statement of Dec 2015, concerning the future of national technical approvals after the CJEU’s judgment of Oct 2014. (Read more here)
 
Since then DIBt published a draft on future requirements on buildings in terms of health protection. At the moment, this document is worded in general terms. The procedure of furnishing proof and concretisation for construction products has not been published yet.*


The requirements on content substances and emissions from construction products are stipulated:


According to this, carcinogenic (H350; H350i) and mutagenic (H340) substances of the categories 1A and 1B following the European regulation (EG) no. 1272/2008 are not allowed to be actively applied - unless it can be attested that no health harzards for the building users are caused through them. If waste materials were used for manufacture of a construction product, it must be ascertained no spreading of pollutants in buildings and thus no higher concentration of pollutants are caused by the use of polluted waste. Extra limit values are set for PAH, nitrosamines and PCP .*


The emission requirements for construction products comply with those stated in the AgBB scheme 2015. (Read more about AgBB scheme 2015 here).*


Please note - according to our previous customer infos - DIBt accepts applications for national technical approvals for products already bearing the CE mark only till January 31, 2016. During their remaining validity period valid approvals are to be used as proof for these newly developed requirements. Manufacturers of these products aiming at a new approval or an extension of an already existing approval must have submitted an application (even uncompleted) till this deadline.
